The first thing Van Buuren had to do - was to end with financial difficulties which got under Jackson's governance of the climax. To do this he suggested to finally separate finances from the state bank to organize the state treasury department in Washington and its provincial cities. This project, however, was decisively rejected, and the popularity of Van Buuren had decreased.
